Hosea 11 — When Israel Was a Child, Then I Loved Him
When Israel was a child, then I loved him, and called my son out of Egypt. As they called them, so they went from them. I taught Ephraim also to go, taking them by their arms. I drew them with cords of a man, with bands of love. They shall not return into the land of Egypt, but the Assyrian shall be his king. How shall I give thee up, Ephraim? mine heart is turned within me, my repentings are kindled together. I will not return to destroy Ephraim: for I am God, and not man; the Holy One in the midst of thee.

How shall I give thee up? God's heart-cry. The judgment Israel deserves runs into the love He cannot relinquish.
Mine heart is turned within me. The deepest glimpse of God's pathos in the prophets. The love wrestles with the judgment.
Verse 8 is the most tender verse in Hosea. When you have failed and dread judgment, His heart is turned within Him for you. The love wrestles with the verdict. Let the chapter assure you.
Verse 1 is fulfilled in Christ (Matthew 2:15). The Son the Father called out of Egypt is the One whose love for His people the chapter's heart-cry anticipates.
Quoted in Matthew 2:15 about Christ's flight to and return from Egypt. The verse has two referents — Israel and the greater Son.
The pattern of recapitulation. What Israel did imperfectly, Christ did perfectly. He is the true Israel called out of Egypt.
